CUDAP - The Coalition for a Uniform Drug and Alcohol Program

CUDAP is a BUILT-RITE program sponsored by owners and contractors of the Greater Philadelphia area and by the Philadelphia Building and Construction Trades Council and its member unions.

ANSWERS TO COMMONLY ASKED QUESTIONS

CUDAP's Mission: CUDAP member companies and unions are committed to providing safe, dependable and economical services while promoting high standards of employee health, work readiness and worksite safety.

CUDAP's Goal: Companies joining together to achieve a workforce and a work place which is free of the adverse effects of alcoholic beverages and illegal drugs, or legal drugs obtained illegally of taken for the purpose of abuse.

CUDAP's Benefits: The CUDAP program provides a cost effective and efficiently administered uniform drug and alcohol testing program. CUDAP participants benefit by:

Fewer and less frequent drug and alcohol programs.
All workers are tested using the same rigorous standards and procedures.
Workers testing positive are encouraged to get the help they need.

The BUILT-RITE PASSPORT: Just as a passport establishes a traveler's identity and allows him or her to enter a foreign country, your BUILT-RITE passport will certify your drug-free status and allow you to work on all participating CUDAP jobsites.

~ P R O G R A M H I G H L I G H T S ~

QUALITY TESTING
All drugs and alcohol testing will be administered by an independent third party administrator according to procedures specified by the Department of Health and Human Services (DHHS). All drug specimens will be tested at a Substance Abuse and Mental Health Service Administration (SAMHSA) certified laboratory.

MEDICAL REVIEW OFFICER
All drug tests reported as positive by the laboratory will be reviewed by a physician who is a certified Medical Review Officer (MRO). The MRO will normally interview the donor prior to making a final positive determination.

EMPLOYEE ASSISTANCE PROGRAM
The program allows for the one time hiring of an employee who tests positive, completes a prescribed program or rehabilitation, passes a return-to-work drug test and undergoes a program of accelerated testing. Workers testing positive will be referred to a substance abuse professional.

LESS FREQUENT TESTING
Following an initial testing, workers will be tested on a lottery basis. Workers face the possibility of being tested any day they work, but should be tested less frequently.

CUDAP DRUG AND ALCOHOL POLICY SUMMARY

Prohibited Conduct:

Sale or distribution of drugs and/or alcohol.
The use of alcoholic beverages or the possession of an open or unopened alcoholic beverage while on a CUDAP company premises or while on duty.
The use, possession, concealment or purchase of drugs while on a CUDAP company premises or while on duty.
The on-duty impairment of any contractor employee due to the use of drugs or alcoholic beverages, or an impermissible level of drugs or alcohol in the system of any contractor employee while on duty.
Off-premises involvement with drugs or alcohol that has or may have had an adverse impact on a CUDAP company. For example, inability to perform duties, endangering the safety of employees or public, negatively impacting a CUDAP company's reputation or maintaining a safe workplace.
The use of prescription or over-the-counter medication while on-premises where the medication may interfere with safe job performance.

TYPES OF TESTING

Drug and alcohol testing will be administered under the following circumstances:

CUDAP program entry.
Testing for cause and post accident testing.
Lottery testing.
Post-rehabilitation for workers testing positive.

Violations
If an individual possesses or conceals drug(s) or alcohol on the premises of a CUDAP company, the individual will be removed from the premises and precluded from performing any subsequent work for the company or the coalition.

PROOF OF PROGRAM PARTICIPATION AND CLEARANCE TO WORK . . .

Workers participating in the CUDAP program will be registered in a central database and will receive a picture ID card, called the "BUILT-RITE PASSPORT." CUDAP companies will not receive actual drug or alcohol test results, but they will have access to an individual's availability to work based on test(s) results.
